1. The Philosophy: A Community, Not a Shelter
We don’t treat unhoused people like liabilities. We treat them like neighbors, mentors, and future leaders. This is not a shelter. It’s a living, working, evolving village.
- It removes excuses from politicians and bureaucrats — because we’re offering a concrete, scalable, and cost-efficient plan.
- It flips the broken top-down model — the system isn’t imposed on the homeless; it's run with them.
- It acknowledges the spectrum of needs — not all unhoused people are the same, and this plan uses that truth to build a functional structure.
2. The Layout: Safe. Smart. Familiar.
Our 20-acre village includes zones tailored to comfort and choice — not confinement:
- Zone B: Skid Row–style open layout with tents, benches, storefronts
- Zone T: Transitional pods, hydration, hygiene, minimal staff interaction
- Zone A: Structured dorms, kitchens, clinics, gardens, workshops
3. Peer-Run Roles: A Pyramid of Purpose
The unhoused community isn’t just served — they serve each other.
- Tier 1 (Sane & Capable): mentors, food service, sanitation, security aides
- Tier 2 (Recovering): under training to join Tier 1 roles
- Tier 3 (High Needs): individuals receiving services, some transitioning upward
4. Budget Smarts: Less Waste, More Results
- LoonieLand™ costs ~$150K/person/year
- City programs cost up to $750K/person/year
- Includes: shelter, training, mental health, food, security
5. Sustainability: Built to Thrive
- Urban farming and composting
- Solar power and water reclamation
- Community-managed services reduce staff dependency
6. The Ask: A Real Test, Not Another Plan
We’re not asking for endless funding. We’re asking for a chance to prove it works.
- Ask: 20 acres of public land, startup budget, limited staff
- Timeline: 6-9 months to build, 6–12 months to test
- Guarantee: measurable benchmarks — or we shut it down
